in the Palestinian territories, two camps with very different objectives have formed: While the moderate Fatah has the upper hand in the West Bank, the Radical Islamic Hamas rules the Gaza Strip. After many failed attempts to put an end to this division, opportunities for rapprochement have been emerging and there was hope for a new peace process with Israel. Working Paper 4/2018: Arms Exports

Dear Madam or Sir,

to this day, the EU member states are insisting on their sovereignty in arms export policy, and national parliaments only play a limited role when it comes to export controls. In our latest Working Paper, Dr Jan Grebe argues that the European Union should be given more competences in arms export control, which would also strengthen the Common Foreign and Security Policy. While there is still a long way to go, Grebe proposes four steps that could be taken next.

Working Paper 3/2018: NATO

there are recurring claims that in 1990 the West promised Russia not to enlarge NATO to the East. Only recently a US NGO made such a statement again. In our latest working paper, Hannes Adomeit examines the negotiations at the end of the Cold War and concludes that, in fact, no such guarantees were ever given.
